Town of Grantham - Board of Selectmen Regular Meeting Minutes

August 28, 2002

Selectman Michael J. Hayward, Sr. called the regular session of the Selectmen's meeting to order on Wednesday, August 28, 2002 at 3:30 p.m. The meeting was held in the Town Office, located at 34 Dunbar Hill Road, Grantham, N.H.

APPEARANCES

Mr. Keith Gagnon of the NH Dept. of Revenue Administration stated he is visiting to touch base with the Board of Selectmen regarding the 2006 state certification of the total valuation of property in the Town of Grantham. Mr. Gagnon explained the purpose for this certification and endorsed the efforts of Administrator Stearns to complete the reassessment of 20% of the property in Grantham each year.

Administrator Stearns commented that Norm Bernaiche is starting with the condominiums and will have that reassessment completed in 2002. By doing 20% of the property each

year, the total property assessment should be very close to 100% of market value by the 2006 certification deadline, as required by NH law. Administrator Stearns recommended that a contract be drawn up with Mr. Bernaiche to insure that the reassessment program is completed in a timely manner to keep the town on track with the multi-year plan.

The Board had several questions for Mr. Gagnon, to which Mr. Gagnon responded.

APPROVAL OF MINUTES

Chairman Hayward signed the minutes of the July 24, 2002 meeting. The minutes of the August 14, 2002 meeting will be held for approval.

NEW BUSINESS

DEPARTMENT REPORTS

Police- Administrator Stearns updated the Board on the proposed location for a police station referring to a memo from Chief Lary. Bruce St. Peter is inspecting a possible site located adjacent to the Fire Department.

A letter has been received from the NH Police Cadet Training Academy expressing appreciation to the Town for allowing Chief Lary to participate in the 29th training session at the academy.

Town Administrator

Audit - Administrator Stearns reported the audit of the general fund account took a day and a half, results being two missing purchase orders for winter sand.

Tax Collector- Administrator Stearns reported the auditors spent a day attempting to balance the tax collectors books without success. Administrator Stearns spent two days doing the same and had finally returned the books to Tax Collector Eigenbrode with instructions to balance to the MS-61. The auditors must return to certify the tax collector's books when they are in balance and, at this time, Mrs. Eigenbrode is working on the problem.

Treasurer's Bank Changes - Treasurer Chris Morris has made some changes in the number of accounts, going from two accounts to one account for the operating fund. Administrator Stearns commented that Morris is working out very well in the office of Treasurer.

Transfer Station

Revised Rules and Regulations - Administrator Stearns referred to the revisions and suggested the Board read through the document and schedule discussion when the full Board will be present at the meeting on September 25th.

Trustee of Trustee of Trust Funds

July Report The Board reviewed the report.

CONTINUING ISSUES

Town of Newport Fund Request - District Court - Administrator Stearns reported she sent a letter to the Newport Town Manager on August 15, 2002 reporting the Board's decision regarding the request for funds towards the District Court building. So far, there has been no response. Administrator Stearns then, submitted a copy of minutes of the Newport Selectmen's meeting and related a newspaper article, both stating that adequate funding is already earmarked for the purchase and renovation of the proposed Court building.

Zoning Violation Update - Zoning Board Chairman, Conrad Frey, reported he had driven past the alleged site of the zoning violation referred to in the anonymous letter received earlier this month. Mr. Frey states it appears there is a violation. Mr. Frey also suggested that Grantham hire a building inspector. The Board discussed this topic and directed Administrator Stearns to look into the procedure for hiring a building inspector. Stearns stated she would contact Bart Mayer regarding this.

Ball Field Flagging Complete - The ball field flagging is completed.

Landfill Closure Update - Administrator Stearns reported she will contact NHDES regarding a fence; the Town may be able to plant trees. Selectman Hayward suggested contacting UNH Cooperative Extension Service about Scotch pine. Stearns will also contact NHDOT regarding the guardrail.

OTHER BUSINESS - None.

ADJOURNMENT

There being no further business, Selectman Hutchins moved to adjourn, seconded by Selectman Hayward; the Board voted unanimously to adjourn at 4:15 p.m. The next regular meeting will be held on Wednesday, September 11, 2002 at 7:00 p.m. at the Town Office.
