Regular Meeting Minutes

September 25, 2002

 

Selectman Michael J. Hayward, Sr. called the regular session of the Selectmen's meeting to order on Wednesday, September 25, 2002 at 3:30 p.m.  The meeting was held in the Town Hall, located on Route 10 South, Grantham, N.H.

ADMINISTRATIVE

Building Permits - Approved

APPROVAL OF MINUTES

Motion made by Selectman Jones to approve the regular meeting minutes of August 28, 2002 and the minutes of the September 11, 2002 meeting; motion seconded by Selectman Hutchins.  Unanimously approved.

NEW BUSINESS

Planning Board Alternates:  Administrator Stearns presented the Board with resumes and made the recommendation to appoint Alan Tanenbaum and Donald Kreis as alternate members of the Planning Board.  Stearns explained that currently there are no alternates to the Planning Board.  Motion made by Selectman Jones to accept the recommendation and appoint Alan Tanenbaum and Donald Kreis to the Planning Board as alternate members; motion seconded by Selectman Hutchins.  Unanimously approved.

 

Reney Land – SPNHF:  A letter was received from the Society for the Protection of NH Forests with regard to the Reney Land.  The Society requested from the Board of Selectmen any known information regarding hazardous or other waste located on the Reney Land.  The Selectmen unanimously agreed that they knew of none and signed the questionnaire to be returned to the SPNHF.

 

Sullivan County Tax for 2002:  The invoice has been received from the County Treasurer which is due on or before December 1, 2002 in the amount of $1,159.996.00 which is Grantham’s portion of the Sullivan County Tax.  This figure represents 11.79% of the total budget for the County.  This amount is down $109.931.00 from 2001.

DEPARTMENT REPORTS

Police- Administrator Stearns informed the Board of an issue with the access road from Route 10 North to Butternut Pond being blocked off.  Chief Lary is obtaining information from the NH Fish & Game Department stating that this road is to be open to all public.  Stearns requested the issue be tabled until further information can be obtained. TABLED

 

Town Administrator – Stearns informed the Board that Map 216 Lot 114 is in violation of the issued building permit.  The permit was issued in January 2000 and the most recent visit by the assessor was on 8/7/02.  The assessor stated that the building structure is enclosed but there are no systems connected, interior walls or finish work.  According to the permit regulations, the structure is to be complete within 24 months.  Stearns contacted ECA to determine if they were imposing any violations regarding completion and was informed they are not.  Stearns requested Board permission to inform the owner in writing of the violation.  Unanimously approved.

 

Transfer Station:

Facility Inspection – NHDES completed a facility inspection and commended the employees of the Transfer Station for a well-run facility.  There are minor corrections to be made with regard to the signage on the fence.

 

Revised Rules and Regulations - Administrator Stearns referred to the revisions which deal with increased costs in the C&D debris disposal fees in conjunction with changes in the way items are classified and charged.  There is also a revision to the fees that are charged haulers for their sticker.  Currently they are charged the same as residents which is $15.00; the revision would increase the first vehicle to $150 with additional vehicles being $50 each.  The Selectmen agreed that these changes should be effective as of January 1, 2003 to give ample notification time.  Motion made by Selectman Hutchins to approved the revised Transfer Station Rules and Regulations effective January 1, 2003; motion seconded by Selectman Jones.  Unanimously approved.

 

Trustee of Trustee of Trust Funds – August report was reviewed.

 

CONTINUING ISSUES

Landfill Closure Update – Springfield Fence will be measuring the area and giving an estimate on extending the fence the full length of the landfill area.  CMA Engineers has submitted a letter to United Construction informing them of the need for completion.  The grant cannot be applied for until United has finished all the necessary paperwork.  The Town is retaining ~$12,000 which is due United Construction until the closure is finalized.

 

ADJOURNMENT

There being no further business, Selectman Hutchins moved to adjourn, seconded by Selectman Jones; the Board voted unanimously to adjourn at 4:00 p.m.  The next regular meeting will be held on Wednesday, October 9, 2002 at 7:00 p.m. at the Town Office.
