Regular Meeting Minutes

December 11, 2002

 

Selectman Michael J. Hayward, Sr. called the regular session of the Selectmen's meeting to order on Wednesday, December 11, 2002 at 7:00 p.m. The meeting was held in the Town Office, located on 34 Dunbar Hill Road, Grantham, NH.

ADMINISTRATIVE

Building Permits - Approved

  • Wilson, Sandra – Map 243 Lot 2 – Stocker Pond Road – New Construction

  • For Approval / Signature – Approved

  • Payroll Manifest #2002-25 - $22,148.19 Net

  • Accounts Payable Manifest #12 - $50,188.65

  • Town of New London Dispatch Agreement for 2003

  • Supplemental Warrant – 2002 2nd Half Property Tax - $2,999.45

  • Abatements on 2nd Issue Property Tax:

  • Savoy, Donald C. – Map 215 Lot 151a - $50.00 (Veteran’s Credit)

  • APPROVAL OF MINUTES

    Motion made by Selectman Jones to approve the regular meeting minutes of November 27, 2002; motion seconded by Chairman Hayward. Unanimously approved.

    APPEARANCES

    Grantham School Board: Present were Donald Gobin, Cynthia Bevin, Fred Vogt, Howard Beardslee and Superintendent Gordon Schnare.

     

    Gymnasium – The Boards discussed turning the maintenance of the gymnasium over to the school district. Both Boards are agreeable and will do back-to-back warrant articles at their respective meetings.

     

    Budget – Discussion ensued regarding the budget situation of the school district and there will more than likely be a deficit by the end of the budget year. They are forming a study committee to form a five-year plan and the next building addition; the Selectmen appointed Administrator Stearns to serve on the committee with Selectman Jones as the backup member.

     

    Lease – There were no issues with the lease other than the need to revise it after the Town & School District meetings to account for the gymnasium. The lease was signed by all Selectmen and School Board members present.

    Snow Removal – It was agreed by both Boards that the Town will maintain snow removal from the road ways and parking areas; the snow surrounding the school building will be removed by school personnel.

     

    BUDGET DISCUSSION

    Administrator Stearns presented the Board with budget packets for every department except Cemetery and Police; these have not yet been received. A breakdown was also given showing a summary of the departments for the 12-month and 18-month budget.

     

    CONTINUING ISSUES

    GVS Best Schools Committee – Missy Walla was present to discuss the sculpture garden and the clean up of the nature trail. The Board of Selectmen gave permission for the nature trail to be cleaned up, etc.

    NON-PUBLIC

    On a motion by Selectman Jones, seconded by Selectman Hutchins the Board voted unanimously, by poll, to adjourn at 7:45 p.m. into non-public session under the terms of RSA 91:A:3 Para. 11(a) to discuss a legal issue. Selectmen returned to regular session at 8:10 p.m. with no action to be voted on.

     

    ADJOURNMENT

    There being no further business, Selectman Jones moved to adjourn, seconded by Selectman Hutchins; the Board voted unanimously to adjourn at 8:10 p.m. There will be a regular Selectmen’s Meeting on Monday, December 23rd at 3:30 p.m. at the Town Office.
