Town of Grantham - Board of Selectmen Regular Meeting Minutes

October 23, 2002

 

Selectman Michael J. Hayward, Sr. called the regular session of the Selectmen's meeting to order on Wednesday, October 23, 2002 at 3:30 p.m. The meeting was held in the Town Office, located at 34 Dunbar Hill Road, Grantham, NH.

APPROVAL OF MINUTES

Motion made by Selectman Jones to approve the regular meeting minutes of October 23, 2002; motion seconded by Selectman Hutchins. Unanimously approved.

APPEARANCES

Pat Hannon – NH DES Septage Coordinator: Ms. Hannon displayed a map of New Hampshire showing the various septage disposal sites and how the towns are complying the with statute that every municipality has to supply a disposal site for their residents. She stated that there are problems with septage disposal in areas without municipal sewer. Last year there were 85 million gallons of septage disposed of in New Hampshire with 22% being disposed of out of state.

New Hampshire has created a grant program to help municipalities comply with their disposal responsibility. The grant is a reimbursement program and towns are able to group together to be eligible for larger amounts. The Town of Grantham has the area at the Transfer Station where tankers could be set which would allow the haulers to off load in the trailers then the Town would have the responsibility of having the tankers hauled to a disposal site. The Town could also look into upgrading Eastman Community’s facility to allow haulers to dispose of septage. The grant money will be available July 1, 2003. The monies can be used for investigation, engineering studies, acquiring land, etc.  Ms. Hannon will forward all the information pertaining to the grant to the Town.

 

Bruce St. Peter & Chief Russell Lary – Police Facility: Chief Lary presented a plan that was designed by Officer Jenkins and placed on CAD by Michael Beaulieu of Yankee Barn Homes. The design is for a police facility that is large enough to suffice the needs of the police department for 10-20 years depending on the growth in town. The Selectmen agreed to contact Dan Nash of Bruno Associates to have a site plan and test pit done on the property which houses the fire department. A list of architects will be compiled and the Selectmen will meet with them on November 6th. The architects should have previous experience with police facilities.

 

DEPARTMENT REPORTS

Highway Department – Improvements have been made to the road around the Grantham Village School. It is the consensus that the traffic is much safer and flows in an orderly manner if they are directed behind the school and ultimately have one-way traffic through the parking lot and out the drive. Administrator Stearns recommended putting a "Do Not Enter" sign at the entrance by the tennis courts to prevent someone from traveling the wrong direction around the school. Chief Lary commented that the traffic flow is working much better and there is not the congestion of cars in the parking lot when picking up the children in the afternoon.

 

Town Administrator – A call has been placed to Bob Anderson of the Department of Revenue Administration with regard to setting the tax rate. All information has been submitted to DRA.

 

CONTINUING ISSUES

Health Officer – There was a miscommunication between Dr. Kerwin and Administrator Stearns. Dr. Kerwin has informed that he would like to remain on as Health Officer and that his recommendations were for a Deputy Health Officer. He is currently out of town until late November and Stearns recommended tabling the appointment until his return.

 

OTHER BUSINESS

I-89 Improvements – Notification was received from the NH DOT that the improvements to I-89 between Exits 11 & 13 have been completed.

 

Budget 03/04 – Dates were set for the budget discussion with department heads:

November 6th – Town Clerk/Tax Collector

November 13th – Highway Dept.

November 27th – Fire Dept / FAST Squad

NON-PUBLIC

On a motion by Selectman Jones, seconded by Selectman Hutchins; the Board voted unanimously, by poll, to adjourn at 5:00 p.m. into non-public session under the terms of RSA 91:A:3 Para. II(a) to discuss personnel issues. Selectmen returned to regular session at 5:10 p.m. with no action to be voted on.

 

ADJOURNMENT

There being no further business, Selectman Hutchins moved to adjourn, seconded by Selectman Jones; the Board voted unanimously to adjourn at 5:10 p.m. There will be a special Selectmen’s Meeting on Wednesday, November 6th at 3:00 p.m. at the Town Office.
