Regular Meeting Minutes

April 23, 2003

 

 

The meeting of the Board of Selectmen was called to order at 3:30 p.m. by Chairman Constance A. Jones. Present were: Constance A. Jones, Chairman; William E. Hutchins, Selectman; Harold Haddock, Jr., Selectman; and Tina Stearns, Town Administrator. The meeting was held in the Town Office on 34 Dunbar Hill Road.

APPROVAL OF MINUTES

Selectman Haddock stated the following corrections were needed to the April 9, 2003 minutes:

Page 3 – 3rd bulleted item, 5th line down – should read "…ECA property with the exclusion of lots retired after October 31, 1997."

Page 4 – Non-Public, 2nd paragraph, 3rd line down – should read "…with electric bill, fuel and food purchases;…"

NEW BUSINESS

 

Dunbar Free Library Trustee Appointment: On a motion by Selectman Hutchins, seconded by Selectman Haddock, the Board unanimously approved to appoint Donald Kreis as a Library Trustee to replace Cathy Seavey for a term to expire in March 2004.

 

Village District of Eastman Pre-payment Request: Letter was received from District Manager, Virginia Buckley requesting an early payment of $120,000 by June 2, 2003. This payment is normally scheduled for July. On a motion by Selectman Hutchins, seconded by Selectman Haddock, the Board unanimously approved the pre-payment of $120,000 by June 2, 2003 to the Village District of Eastman.

 

DEPARTMENT REPORTS

 

Health Department: Dr. Kenneth Kerwin attended a meeting of area towns in the hopes of formatting a regional health department. The foundation of this department would be to improve the public health infrastructure and delivery of public health services in the State of NH. Dr. Kerwin will keep the Selectmen informed of future meetings and progress.

 

At the request of Town Administrator Stearns, Dr. Kerwin paid an unannounced visit to the Grantham Village School on April 11, 2003 (report attached). The floors in the school and gymnasium are filthy and the general upkeep of the school could be better. Selectman Hutchins suggested writing a letter to the school board stating that the condition of the school and gymnasium needs to improve. On a motion by Selectman Hutchins, seconded by Selectman Haddock, the Board unanimously agreed to have Administrator Stearns write a letter to the school board regarding the condition of the buildings.

 

Police Department: A memo was discussed from Chief Russell Lary regarding the Sullivan County Underage Alcohol Task Force. Chief Lary requested Board support in participating in this program and once the task force is established Officer Glen Jenkins would be the participating officer. The Board of Selectmen unanimously support Chief Lary’s participation in the Sullivan County Underage Alcohol Task Force.

 

Town Administrator: Spring newsletter will be in the mail next week. The computer conversion back to BMSI is going smooth so far…data is still being checked.

 

CONTINUING ISSUES

 

Revaluation Proposals: Administrator Stearns presented four proposals from various companies to begin the revaluation of the town. On a motion by Selectman Haddock, seconded by Selectman Hutchins, the Board voted unanimously to approve the proposal of Earls Nieder Perkins, LLC to do the revaluation for the Town of Grantham at a cost of $135,000.

OTHER

 

Building Inspector: Resident Michael J. Hayward, Sr. questioned how the Board was proceeding with hiring a building inspector. Administrator Stearns stated that the regulations will be reviewed to determine if any changes need to be made prior to July 1 and that the position will be advertised.

 

NON-PUBLIC

On a motion by Selectman Haddock, second by Selectman Hutchins, after proper vote 3-0, the Board entered into Non-Public session at 4:30 p.m.

 

Following proper vote, the Board returned from Non-Public session at 5:10 p.m. with no action to be voted on.

 

ADJOURNMENT

There being no further business, Selectman Haddock moved to adjourn, seconded by Selectman Hutchins; the Board voted unanimously to adjourn at 5:30 p.m. There will be a regular Selectmen’s Meeting on Wednesday, May 14th at 7:00 p.m. at the Town Office.
