Regular Meeting Minutes

June 11, 2003

 

 

The meeting of the Board of Selectmen was called to order at 7:00 p.m. by Chairman Constance A. Jones. Present were: Constance A. Jones, Chairman; William E. Hutchins, Selectman; Harold Haddock, Jr., Selectman; and Tina Stearns, Town Administrator. The meeting was held in the Town Office on 34 Dunbar Hill Road.

APPROVAL OF MINUTES

Motion made by Selectman Hutchins to approve the regular meeting minutes of May 28, 2003; motion seconded by Selectman Haddock. The Board voted unanimously to approve.

PUBLIC RECOGNITION

 

Dunbar Free Library Trustees: Present were Trustees John Trethaway, Donna Stamper, Donald Kreis and Librarian Carla Boyington.

 

The main discussion was where the responsibility lies for the upkeep of the library building. Chairman Jones informed that the building is the responsibility of the library trustees and any changes or upgrades need to be budgeted for. The custodial services were discussed and will be discussed at a later date to determine if the Town’s custodian will take over the duties. The town is responsibility for the snow removal, mowing, supply stocking, light-bulb changing and other light duties toward the upkeep of the library building. The question was raised regarding the sand that has accumulated on the lawn from the winter. Administrator Stearns suggested that either the town custodian or the highway department use the electric broom to push the sand back into the parking area for removal.

Chairman Jones gave the trustees a handout detailing what a library trustee’s duties are. The Selectmen thanked the Library Trustees and Librarian for attending the meeting.

 

Poljacik Driveway – Walker Road: Messrs. Chris & Brian Poljacik were present. They each own a parcel of land on Walker Road in Olde Farms. The lots are separated by a Class VI road. They would like to construct their driveways on the Class VI portion to leave a buffer along the Class V portion. Chairman Jones informed of the issues when dealing with building on a Class VI road. The road has to remain open to anyone that wishes to use it – traffic can not be prohibited. Chairman Jones stated that if the property has frontage on a Class V road that is where the access should be. The Class VI road can be used as a secondary access. Selectman Hutchins brought up the issue of homeowner’s insurance and that they should be informed of construction on a non-town maintained road. Selectman Haddock stated that down the road the properties may be difficult to sell due to the fact of not being on a town maintained road.

 

The Poljaciks thanked the Board for their time and they will review all the issues brought to their attention.

 

DEPARTMENT REPORTS

 

Police Department: Monthly report for May 2003 was distributed.

 

Town Administrator:

Software Conversion: Property tax bills have gone out with minor corrections to be made. An early termination agreement being drafted by VADAR to terminate the existing contract as of January 1, 2004.

Stoney Brook Road Ditching Complaint: Resident has complained of the ditching job done on Stoney Brook Road and feels that a portion of his lawn (which is in the town’s right-of-way) will begin to erode if it is not seeded, etc. Road Agent Newcomb stated that the reason for the ditching was in preparation for the paving overlay to be started the week of June 16th.

Route 10 North Road Condition: Written complaints have been received regarding the condition of Route 10 North and have been forward to the NH DOT.

Assessing Services: The field work and majority of the data entry is complete. Awaiting final review of abatement applications.

 

CONTINUING ISSUES

 

Butternut Pond Road: Legal counsel walked the road in question and will review all the data.

 

Building Inspector: Help wanted ad has been drafted and will be run in local publications. Selectman Hutchins suggested contacting surrounding towns to see what their situations are with regard to a part-time inspector.

 

NON-PUBLIC

On a motion by Selectman Haddock, second by Selectman Hutchins, after proper vote 3-0, the Board entered into Non-Public session at 7:35 p.m.

 

Following proper vote, the Board returned from Non-Public session at 8:55 p.m. with no issues to be voted on.

 

ADJOURNMENT

There being no further business, Selectman Hutchins moved to adjourn, seconded by Selectman Haddock; the Board voted unanimously to adjourn at 9:00 p.m. There will be a regular Selectmen’s Meeting on Wednesday, June 25th at 3:30 p.m. at the Town Office.
