Regular Meeting Minutes

June 25, 2003

 

 

The meeting of the Board of Selectmen was called to order at 3:30 p.m. by Chairman Constance A. Jones. Present were: Constance A. Jones, Chairman; William E. Hutchins, Selectman; Harold Haddock, Jr., Selectman; and Tina Stearns, Town Administrator. The meeting was held in the Town Office on 34 Dunbar Hill Road.

APPROVAL OF MINUTES

Motion made by Selectman Haddock to approve the regular meeting minutes of June 11, 2003; motion seconded by Selectman Hutchins. The Board voted unanimously to approve.

NEW BUSINESS

 

2003 Municipal Building Committee: Members of the committee are Chair Robert Champagne, Co-Chair J. Robert Friday, H. Bruce St. Peter, William Zimmerman and Richard Nichols. The committee is currently seeking out alternate sites for the proposed building which will house the municipal departments (Town Clerk, Selectmen, Police and other various departments). Periodic reports will be made to the Selectmen as to the progress of the committee. It is the intention to have a workable plan and proposed numbers for Town Meeting 2004.

 

DEPARTMENT REPORTS

 

Emergency Management:

Manual Update: A resident has volunteered to type the Emergency Management Manual. Once this is completed it will be formatted and a copy given to the Board of Selectmen prior to the Manual being submitted to the State of NH.

Generator Grant: A check was received in the amount of $6,750.00 toward the purchase of a generator for the Town. The check represents a maximum of 75% of the purchase price of a generator and was acquired through federal funding. Emergency Management Director F. Robert Osgood will recommend the placement of the generator.

 

Highway:

Vacation Carry-Over:

Road Agent Joseph Newcomb requests the carry over of 30 vacation hours to the next fiscal year beginning July 1, 2003. Unanimously approved

Asst. Road Agent Jeffrey Hastings requests the carry over of 20 vacation hours to the next fiscal year beginning July 1, 2003. Unanimously approved

Paving Bids: Bids were received for the paving of Walker Road & New Aldrich Road in Olde Farms from the following:

United Construction – 1,675 tons @ $36.50/ton = $61,137.50

Pike Industries – 1,635 tons @ $37.40/ton = $61,159.90

Blaktop – 1,691 tons @$38.80/ton = $65,610.80

On a motion by Selectman Hutchins, seconded by Selectman Haddock; United Construction was awarded the paving bid for Walker Road & New Aldrich Road. Unanimously approved

 

Tax Collector: Report received showing the collection of $1,396,363.39 in taxes from the 1st property tax billing. The total warrant was $2,754,073.37. Rita Eigenbrode commented on the ease of posting payments using the BMSI software.

 

Town Administrator:

Software Conversion: Draft of the early termination agreement with VADAR was received and Administrator Stearns feels it ties the hands of the town with regard to the use of the software. The agreement calls for only being able to utilize the software in a lookup mode. Selectmen agreed to pay the budgeted amount and keep the software through the end of the original contract of June 30, 2004.

Stoney Brook Road Paving: Overlay has been completed on Stoney Brook Road by United Paving. Cote & Reney Lumber Co. rep. Vern McIntyre informed Administrator Stearns that the cross road connecting Route 114 and Stoney Brook Road sits on Cote & Reney land. He did not have a problem with the road being there or being paved but he wanted it clear that the town does not own that portion. The town has maintained that cross road for many years and will continue to do so.

Assessing Services: The data has been entered and the assessors will now focus on the revaluation to be completed in 2006.

Vacation Carry-Over: Admin. Asst. Sarah Barton requests the carry over of 10 vacation hours to the next fiscal year beginning July 1, 2003. Unanimously approved

CONTINUING ISSUES

 

Building Inspector: Three applications have been received for the position. Administrator Stearns requested tabling the issue until the July 9th meeting. Tabled

OTHER

 

Conservation Commission Concerns: A letter was received from Richard Hocker, Chair of the Conservation Commission with regard to having the Commission review building permit applications that are submitted where the construction will take place on a lot which is adjacent to a body of water. The current setback required of the Shoreland Protection Act is 250 feet and there are currently buildings invading that area.

 

The Selectmen do not have a problem with having the Conservation Commission review permits for activity on water front properties. Once a building inspector is hired, this area will be review by that position and bring the Commission in when required.

 

ADJOURNMENT

 

There being no further business, Selectman Hutchins moved to adjourn, seconded by Selectman Haddock; the Board voted unanimously to adjourn at 4:15 p.m. There will be a regular Selectmen’s Meeting on Wednesday, July 9th at 7:00 p.m. at the Town Office.
