UNAPPROVED Town of Grantham - Board of Selectmen Regular Meeting Minutes May 28, 2003
The meeting of the Board of Selectmen was called to order at 3:30 p.m. by Chairman Constance A. Jones. Present were: Constance A. Jones, Chairman; William E. Hutchins, Selectman; Harold Haddock, Jr., Selectman; and Tina Stearns, Town Administrator. The meeting was held in the Town Office on 34 Dunbar Hill Road.

The Board voted unanimously to approve.
PUBLIC RECOGNITION
Gary Turner Building Permit Application: Mr. Turner requested a waiver on the building permit. The house he currently lives in is being demolished in June and he is still waiting on the septic designer to submit his plans for approval. He is intending to put a double-wide on a lot on Miller Pond Road, has cleared the land and put the driveway in (driveway permit approved). He would like to pour the foundation and stated that the house cannot be set until the septic design is approved.
Chairman Jones questioned if there are any wetlands on the five (5) acres? The hand drawn sketch shows a stream in the back of the property.
Mr. Turner stated that he doesnt believe wetlands are an issue and the intended spot for the septic is in the front of the property. Selectman Hutchins asked if there was a preliminary drawing of the septic available. Mr. Turner answered there was not. The Board unanimously agreed that a waiver would not be granted and unfortunately Mr. Turner will have to wait for septic approval prior to obtaining a building permit.
NEW BUSINESS
Dunbar Free Library: Administrator Stearns recommended invited the Library Trustees to the next regular meeting to go over who takes care of what. The Library is replacing some windows and is unsure of the procedure in paying for them. A memo will be sent to the Trustees.
Reinforcing Basketball Backboards: A proposal was received from Trumbull-Nelson Construction for reinforcing the basketball backboards in the gymnasium at a cost of $2,918.69. On a motion by Selectman Hutchins; seconded by Selectman Haddock the Board unanimously approved Trumbull-Nelson reinforcing the basketball backboards at the gymnasium at a cost of $2,918.69.
Employee Vacation Carry-Over Request: On a motion by Selectman Haddock; seconded by Selectman Hutchins the Board unanimously approved the carry-over of one (1) week vacation time for Jerry Whitney.
DEPARTMENT REPORTS
Health Department: Dr. Kerwin investigated the septic odor on Tall Timber Drive and will do a dye test within the next week to determine any leakage. He also re-visited the Village School and had some concerns. Administrator Stearns informed him that there will be a joint Board meeting on June 4th where the issues will be discussed.
Police Department: Route 114 bridge repair has begun and Herman Barton has been hired to act as crossing guard for an hour in the morning and the afternoon.
Town Administrator: Software Conversion: Property tax warrant has been run and tax bills are waiting to be sent out. The next step is the accounting side of the conversion which Administrator Stearns intends to have completed by mid-June.
Treasurer: Monthly report for April was reviewed.
CONTINUING ISSUES
Police Facility: To be discussed at the next regular meeting.
OTHER
Letter was received from an Olde Farms resident requesting the town budgeting to pave the entire Olde Farms Road (main road running through Olde Farms). NON-PUBLIC
On a motion by Selectman Haddock, second by Selectman Hutchins, after proper vote 3-0, the Board entered into Non-Public session at 3:55 p.m.
Following proper vote, the Board returned from Non-Public session at 4:50 p.m. with no issues to be voted on.
ADJOURNMENT
There being no further business, Selectman Haddock moved to adjourn, seconded by Selectman Hutchins; the Board voted unanimously to adjourn at 4:55 p.m. There will be a regular Selectmens Meeting on Wednesday, June 11th at 7:00 p.m. at the Town Office.
